Job Description:
- This role reports to the Director of Project Management
- Commissioning Manager Goals
o Lead a team of commissioning engineers and mentor junior commissioning engineers.
o Prepare the commissioning scheduling and resourcing for all projects at the commissioning stage in
coordination with the Director of Project Management and the Project Manager.
o Prepare/Meet/Improve the commissioning schedule; Prepare/Meet/Improve the commissioning
budget; Prepare/Meet/Improve the quality standards and SOPs for commissioning.
o Ensure planning, coordination, and cooperation between subcontractors and vendors on site.
o Ensure the application on the highest safety standards in the start-up and commissioning phase as
well as full compliance with the safety rules.
o Fulfill the agreed reporting with reliable data and within the requested deadline.
o Ensure that all equipment supplied by Anaergia and plant functional tests have been carried out.
o Ensure relevant documentation is in place.
o Ensure correct procedures are followed.
o Ensure a safe system of work is established and maintained.
o Coordinate training and ensure that training programs are completed as specified.
o Provide/assist in training activities on the relevant equipment.
o Produce Risk Assessments and Method Statements (RAMS) for specific commissioning activities
as required.
o Review the RAMS of sub-contractor commissioning or undertaking remedial work on the plant.
o Manage the activities of sub-contract commissioning teams.
o Report non-conformance issues to the Director of Project Management.
o Update drawings and operational documentation to reflect changes made during the
commissioning phase.
o Ensure that Site Acceptance Tests (SATs) are completed, defects recorded, and arrangements
made to rectify any plant faults.
Commissioning Manager Tasks
o Manage, plan, schedule, and review commissioning work, as appropriate to deliver
commissioning specific outputs and defined milestones for business stakeholders.
o Plan the commissioning activities for all projects and monitor the progress of the activities in
compliance with the project schedule.
o Manage multiple concurrent commissioning projects with regular review, prioritizing, and
reporting to all stakeholders, resulting in on-time and on-budget completion.
o Agree with the Director of Project Management to define the schedule, budget, and resources
assigned for the commissioning activities for all projects.
o Regularly update the Director of Project Management on the status of the commissioning
activities, and the remaining budget to identify possible risks in advance and plan solutions
accordingly.
o Develop and ensure compliance with Commissioning Plan and Standard Operating Procedures
(SOPs) for commissioning.
o Ensure the application on the highest HSE standards during commissioning and start-up phase,
as well as full compliance with the safety rules.
o Prior to the start of commissioning, obtain all up-to-date As-Built documentation (Drawings, test
sheets, contingency plans). Retain a copy of this on-site.
o Carry out the commissioning process and tests in accordance with approved procedures and
checklists, identify additional requirements for testing as required, prepare documentation, and
procedures to allow commissioning activities and ensure that commissioning activities are carried out
in a safe manner.
o Monitor and plan the delivery of supplies and service (expediting & logistics) unless it is not
covered by the supply chain
o Manage the activities of sub-contract commissioning teams.
o Manage directly and/or via contractors the Quality Assurance / Quality Control;
o Provide technical knowledge for all areas of the plant.
o Arrange for operations staff to attend scheduled training sessions
o Follow and adhere to the commissioning schedule;
o Maintain work methodologies, contractor test plans, and equipment check-sheets;
o Coordinate all resources involved in site activities, both internal or external (outsourcers/subcontractors),
either through the updating and distributing of a detailed schedule and/or setting
regular site meetings;
o Early identification of project risks and early adoption of appropriate countermeasures;
o Manage relationship with vendor and sub-contractor about technical issues and
organization of tasks, including technical correspondence, leaving to the PM the management of
contractually related communication;
o Complete relevant commissioning test sheets.
o Manage and update defects/punch lists.
Job Requirements:
Education: Holds a technical diploma or graduation in Civil Engineering / Mechanical Engineering/ Electrical
Engineering/ Chemical Engineering, Technician or equivalent.
Experience: Minimum of 5 years’ experience as Commissioning Engineer/Manager in the Industrial Plant
business.
Competencies:
The Commissioning Manager has the following technical skillsets:
- Deeply understands and has the ability to manage contracts for supplying complex plants;
- Specialty in control systems, networks, programming PLCs, development of SCADA systems, and experience with Siemens and Allen-Bradley systems.
- Skilled in understanding technical drawings, documents, and specifications.
- Widey, rather than deeply, knowledgeable in all the disciplines involved with the construction and installation (Civil, Mechanical, Electrical, Instrumental, etc.)
- Knowledgeable in construction codes and regulations
- Knowledgeable in quality control of all supplies
- Experienced in training resources on safety and technical matters
- Experienced in managing relationships with customers
- Experienced in leading and coordinating the assigned resources
- Knowledgeable in 'site' project administration
- Ability to manage detailed job schedules
- Some experience in purchasing is required
- Solid Waste / Wastewater / Biogas / Power Generation specific competences
- Fluent in English
